Prop F: Mayor-Council or Council-Manager?

On May 1, Austin voters will decide on 7 propositions which could reshape how we are governed. Prop F will ask voters whether they want to change the current governing model of a city council and city manager to one which would eliminate the position of city manager and designate an elected mayor as the chief administrative and executive officer of the city with veto power. If approved, City Council would be designated the “legislative body of the city” and the mayor “shall execute the laws and administer the government of the city.” The Mayor would gain veto power and Council would have opportunity to override vetoes. This position is to be explained by Andrew Allison, from Austinites for Progressive Reform. Jesus Garza, former Austin city manager and 2020 Austinite of the Year, will provide the rationale for voting no.

About our Speakers:

Andrew Allison, chair, Austinites for Progressive Reform. In 2010, Andrew founded Main Street Hub, which employed more than 700 people in downtown Austin and was named a Top Workplace by the Austin American-Statesman. Previously, Andrew worked in the Democracy Program at the Brennan Center for Justice and on the speechwriting team for a presidential campaign. Andrew is the Board Chair of CASA of Travis County, holds a J.D. and an M.B.A. from Stanford University, and lives in Austin with his wife Erin and their two rescue dogs.

Jesus Garza, Volunteer Co-Chair, Austin for All People, Jesus Garza has been a community and civic leader in Austin—and the state—for decades. He began his career in government with the City of Austin in 1978. As Austin city manager from 1994 to 2002, Garza led the city during a period of economic and population expansion. His tenure included business development, downtown revitalization, and the opening of the Austin-Bergstrom International Airport. Garza also served as CEO of Seton Healthcare Family, overseeing Seton’s partnership with the University of Texas to create Dell Medical School and the Dell Seton Medical Center, a teaching hospital that opened in 2017. He received a Bachelor of Science degree from The University of Texas and a Master of Public Affairs degree from the Lyndon Baines Johnson School of Public Affairs.
