The Texas Two-Step: Stories from 30+ years in the TX House and Senate
Senator Carl Parker

introduction by Lion Terri Heller

Carl ParkerSpeakers Bio: Carl Parker is a true Texas success story: through hard work and a solid vision, he has earned an unsurpassed reputation as an attorney and a public servant in the Lone Star State.

As senior partner in the Parker Law Firm (and as a former state senator from Jefferson County who for the past several years has continued his interest in good policy making as a Texas lobbyist) Senator Parker has built his career by putting his expertise and experience to work serving the public interest.

In Senator Parker's distinguished law career, he has handled almost every type of legal case imaginable, from minor criminal cases to capitol murder and federal crimes; representation of foreign countries, multi-million dollar business litigation and recovery of multiple millions of dollars for individual clients in personal injury litigation. In his thirty-three year tenure in the Texas Legislature, Senator Parker authored or co-sponsored more than 400 bills, which were enacted into state law.

These measures include the establishment of Lamar University, Port Arthur; the Consumer Protection Act; Texas' First Industrial Safety Bill; the Education Reform Bill of 1984; the creation of the Texas Housing Agency; the establishment of the Port of Port Arthur; the Insurance Reform Bill of 1991 and the School Finance Reform Bill. While serving in the Texas Legislature, Parker was the only person elected to serve as both Speaker Pro Tempore of the House and President Pro Tempore of the Senate.
